David Ward

David Ward MBE CSyP FSyI is a Chartered Security Professional with nearly 30 years’ experience spanning frontline operations, risk management and strategic leadership.
He is the CEO of MS Webb, a UK security and enforcement company, where he focuses on service quality, compliance and building long‑term client partnerships. David founded and chairs the City Security Council, a national partnership of leading security companies working with police and city authorities to improve preparedness and public safety, and helped establish the S12 Security Guarding Industry Leadership Group. A former trustee of the CSSC and board member of the City of London Crime Prevention Association, he is a Fellow of the Security Institute and a member of the Worshipful Company of Security Professionals.
Graham Bassett
Graham is the Immediate Past Chair (IPC) of the City Security Council, having served in the role for two years. He now chairs our Strategic Stakeholders Group (SSG). With more than 25 years of experience in the security sector, he is a strong advocate for developing private–public partnerships and plays an active role in a range of voluntary initiatives across the security community.
His current roles include serving as a Committee Member of the City of London Crime Prevention Association; a member of the ASIS European Regional Business, Governance & Finance Committee; an ASIS Life Member; Trustee for PTSD Resolution (a veterans’ mental health charity); Trustee of the City of London Police Children’s Charity; Executive Board Member of the Security Commonwealth; and a member of the CSSC London Hub Executive Team. He previously chaired the London Project Griffin Board (pre ACT).
Graham is also a Liveryman of the Worshipful Company of Security Professionals, Freeman of the City of London, Member of the Security Institute, co-founder of AllSecurityEvents.com, Managing Director of GBRUK Search Consultancy, and a recipient of the UK OSPAs Lifetime Achievement Award.
Ashley Fernandes
(Former CSC Chair 2022 – 2023)
Ashley is a seasoned and multidisciplinary security leader with over 28 years’ experience across Security, Risk Management, and operational resilience, spanning Government, Commercial, Retail, and Critical National Infrastructure environments across Europe, the Middle East, and Africa.
A Chartered Manager (CMgr), Ashley serves as Executive Director, Corporate Security at ICTS UK & Ireland (part of the ICTS Europe Group of companies). He leads Corporate Guarding, Canine Services, Electronic Security, Monitoring Centre operations, and Security Consultancy services, supporting a portfolio of global blue-chip clients across financial services, technology, and data infrastructure.
Ashley brings frontline understanding of the challenges facing high-integrity organisations, from operational resilience and risk management to vetting complexity, workforce capability, and insider threat considerations. His experience includes leading high-profile, multi-site security operations and developing integrated security strategies aligned to business continuity, compliance, and performance outcomes.
He is a former Chair and current Board Director of the City Security Council (CSC), an Advisory Council Member of the Data Centre Alliance (DCA), and a Committee Member of the City of London Crime Prevention Association (CoLCPA). He has also served as Chair of the Board of Trustees for the Worshipful Company of Security Professionals Charitable Trust and is a Trustee of the Consortium for the Prevention of Suicide.
A former Magistrate and long-standing advocate for the profession, Ashley is passionate about collaboration, professionalism, and giving back to the sector that has shaped his career, helping organisations protect what matters most: people, assets, and information.
Neill Catton

Operated in most sectors with a focus on delivering quality security solutions to support private and public service customers. Actively involved with industry associations and committed to raising the profile of the Security Industry and its skilled professionals while encouraging talent of the future. Scott Gough
Scott Gough is the Managing Director of Unitrust Protection Services (UK) Ltd, a leading provider of specialist security and risk management solutions across the United Kingdom and internationally. With more than 25 years of experience in the security sector, Scott has built a career defined by operational excellence, client partnership, and strategic growth.
Having joined Unitrust over 15 years ago, Scott progressed through a series of senior operational and leadership roles before being appointed Managing Director. In his current role, he is responsible for setting the company’s strategic direction, overseeing national operations, and ensuring the consistent delivery of high-quality, intelligence-led security services to corporate, commercial, and high-profile clients. Under his leadership, Unitrust has strengthened its reputation for professionalism, innovation, and service excellence within the competitive UK security market.
Scott is actively engaged in the wider security community. He is the immediate passed chair of the London region of the City Security Council, where he worked closely with industry peers, law enforcement, and public agencies to promote collaboration and best practice. He is also a Freeman of the Worshipful Company of Security Professionals and a committee member of the City of London Crime Prevention Association, reflecting his commitment to raising professional standards across the sector.
Lorraine Mansfield
Lorraine Mansfield is a Strategic Account Director for Mitie, delivering specialist training to key strategic accounts across London. She joined the City of London Police in 1979 and served for 34 years, retiring as a Superintendent. During her police career, she led Tactical Firearms and Counter Terrorism operations, gaining extensive experience in crisis management and emergency response.
Since retiring in 2013, Lorraine has worked with VSG (now Mitie), specialising in real-time exercising, specifically preparing teams to manage high-risk scenarios prior to the arrival of emergency services. She has been an active contributor to the London CSC Region, supporting the Operations Board, and most recently led Exercise Iron Titan at Cannon Street Station, a major, multi-agency exercise involving all emergency services. The event was complemented by a simultaneous real-time table-top exercise to test the local business community’s response and coordination during a major incident.
Adrian Moore
Adrian is a senior security leader with more than 20 years of board and executive experience across the UK and Europe and is now Director of Portal Security.
Adrian began his career in the British Army, where he built strong foundations in leadership, discipline, and decision-making under pressure. These principles continue to shape his approach to collaboration, accountability, and high standards.
He supports the veteran community and contributes to initiatives that raise professional standards across the wider security sector. He is committed to supporting the City Security Council in promoting partnership working, innovation, and continuous improvement to protect people, places, and infrastructure.
